While it is well established that all policy and regulatory authority, whether in the telecommunications sector or in the internet space, is the sovereign right of national governments and national institutions, policy formulation is a multilayered effort.

The outcome statement of the World Summit on the Information Society, the Tunis Agenda, recognised that a sustained multistakeholder effort would be required to foster development while building a global information society. It suggested that promoting effective cooperation among the various stakeholders could be best achieved by utilising expertise based on the capabilities of each stakeholder.
