The outcome statement of the World Summit on the Information Society, the Tunis Agenda, recognised that a sustained multistakeholder effort would be required to foster development while building a global information society. It suggested that promoting effective cooperation among the various stakeholders could be best achieved by utilising expertise based on the capabilities of each stakeholder.
